Tiglath-Pileser was an able warrior and administrator who laid the foundation of the late Assyrian empire.

Before his reign Assyria was threatened by stronger external enemies, but Tiglath-Pileser succeeeded in subjecting Syria and Palestine, and he merged the kingdoms of Babylonia and Assyria in his own person.

He introduced the policy of transplanting the populations of the conquered lands.
